New Construction Plan Review
The Fire & Life Safety Division conducts plan reviews for new construction and certain remodel projects within our service area. Our goal is to ensure that buildings are designed and constructed in a way that protects occupants, firefighters, and the community while complying with applicable fire codes and standards.
Early coordination with Redmond Fire & Rescue helps streamline the development process, reduce delays, and address fire safety requirements before construction begins.
Why Plan Review is Required
Fire code plan review is required to ensure that new buildings and developments:
- Provide safe means of egress for occupants
- Allow adequate access for emergency responders
- Include required fire protection systems
- Support effective firefighting operations
- Reduce fire risk and life safety hazards
Our review focuses on life safety, fire protection, and emergency access, wroking in coordination with the City of Redmond Bilding Department and other reviewing agencies.
What Projects Require Fire Review
Fire plan review is typically required for:
- New commerical, industrial, multi-family construction, single-family, ADU's, EBBS, Solar
- Additions and remodels that affect fire or life safety systems
- Tenant improvements and change of occupancy
- New subdivisions and site developments
- Projects involving fire sprinkler systems, fire alarms, r hazardous materials
- Exterior tanks to include, LPG, flammable, combustible, toxic, pyrophoric, corrosive, nitrogen, CO2, argon, etc.
- Mobile food unit hood installation
- Mobile food unit pods

Plan Submittal Process
The Fire & Life Safety Division will review plans and provide comments at pre-development if requested.
Once the application is officially submitted, the Fire & Life Safety Division will review plans during the Planning Review, Site Development, and Building Permit process.
- Submit Plans. Plans are submitted through the City of Redmond's permitting system as part of the building permit application.
- Fire Department Review. Redmond Fire & Rescue reviews plans for fire and life safety compliance.
- Review Comments Issued. Comments are provided to the applicant if revisions are required.
- Resubmittal and Approval. Revised plans are reviewed until compliance is achieved.
- Construction and Inspections. Approved plans are verified through required fire inspections during construction.
Inspections After Approval
Once plans are approved, Redmond Fire & Rescue conducts required inspections to verify that fire protection systems and access features are installed correctly and function as designed. These inspections are coordinated with the overall building inspection process.

Plan reviews are conducted using adopted state and local codes, including:
- 2025 Oregon Fire Code
- NFPA standards (as applicable)
- Redmond Fire & Rescue's Wildland Urban-Interface Code (WUI) - Under Review
